  1. In 12-inch nonstick skillet, cook beef over medium-high heat 6 to 8 minutes, stirring frequently, until thoroughly cooked; drain.
  2. Add water and butter to beef in skillet; heat to boiling over high heat. Add pasta (from both boxes), and return to boiling. Reduce heat to medium; cook 8 to 10 minutes, stirring occasionally, until pasta is tender and most of the liquid is absorbed.
  3. Stir cheese packages (from both boxes), milk and salt into mixture in skillet; return to boiling. Remove from heat; stir in 1/2 cup of the cheese. Top with remaining cheese and tomatoes. Top or serve with crackers.
